Manzar was born in Tehran, Iran. After finishing high school, she came to U.S. to continue her art and music education in Texas and Maryland. She received a B.F.A. in painting from Morgan State University and a M.A. from Maryland Institute College of Art. / Morgan State University. Manzar also studied opera for four years with faculty of Peabody Music Conservatory and Towson State University. She performed as a soprano with the Johns Hopkins University Choral Society. Since 1977, she has been exhibiting her works in Virginia, Maryland, Texas, Washington DC, and Vienna, Austria. She is also a member of the federation of B.V. Galleries in Austria.
Manzar served as chair of the Multicultural Outreach Program of the Maryland State Arts Council. She founded of IMA of America, an international multidisciplinary artists organization, maintains a permanent collection at Watermark Gallery located in Baltimore's Inner Harbor was a consultant for the Mayor's Office of Arta and Culture in Baltimore, MD. Manzar has been commissioned by various state government, private, and humanitarian agencies.
