Manzar was born in Tehran, Iran. After finishing high school, she came to U.S. to continue her art and music education in Texas and Maryland. She received a B.F.A. in painting from Morgan State University and a M.A. from Maryland Institute College of Art/Morgan State University. Manzar also studied opera for four years with faculty of Peabody Music Conservatory and Towson State University. She performed as a soprano with the Johns Hopkins University Choral Society.
Manzar served as chair of the Multicultural Outreach Program of the Maryland State Arts Council and was a consultant for the Mayor's Office of Art and Culture in Baltimore, MD. She has been commissioned by various state government, private, and humanitarian agencies. She founded of IMA of America, an international multidisciplinary artists organization.
Manzar maintains a permanent collection at Watermark Gallery located in Baltimore's Inner Harbor. She is also a member of the federation of B.V. Galleries in Austria. She has been exhibiting her works nationally and internationally many years.
